I would vote papillon (but I may be a bit biased because I have a papillon).
Papillons have very friendly, adventerous temperments. From the AKC breed description, "Happy, alert and friendly. Neither shy nor aggressive."

Also, if you want to get into agility, papillons are excellent agility dogs.
Papillons are very intelligent (sometimes too much so for their own good!). They are in the top 10 most intelligent dogs breeds.

I think a yorkie they have good temperment but it realy depends on how much time you play with it and how big of a house you have.
Papillon. I have one and she is the smartest, funniest, most affectionate thing ever. They are VERY smart so they are easy to train. They don't have that gross dog smell, and they'll adapt to your level of activity. Papillons are full of personality (the good kind).
pomeranians have great personalities, but they are yappy, i don't know much about papillons, but many customers that come into the pet store i work at love them. silkies and yorkies are basically the same thing, only silkies are lighter colored, and they can be hyper, but they are sweet if socialized and they don't shed.
i personally like pom-a-poos. they don't shed, and have a great personality, plus these new 'designer dog' mixes tend to have less genetic health problems than true pure breeds.
yorkie! they seem sweeter and less yippy.

Silky terriers are good looking dogs.
yorkies can be hyper and wanting to rule the house and the same with pomeranians but they also can have another side to them when it comes to training. They aren't always great with children and aren't patient but some can be really sweet.
Papillons are hyper and love to play. They also like to sleep on you lap. I really don't know much about silky terriers.
