Our pets need quality pet food. Read the ingredients list and learn what the stuff on there is and what it does (or does not do) to/for our pets. A quick pet food 101. If the pet food contains corn/corn products or by products it is a poor quality food. Do not pay attention to advertising, they all say there food is great. Corn is a filler that can trigger skin problems. (allergies, skin problems, itching and excessive shedding) By products is anything from an animal not fit for human consumption, including cancerous tissue. Quality foods have meat as the first ingredient. California Natural, Solid Gold, Innova and Merrick are a few of the best brands available. You didn't say what flavor you are using, but I know Diamond has a Lamb and Rice variety. Lamb is often the culprit when dogs have excessive gas. If you are using a lamb and rice blend, try another flavor.
Personally, I'm not very fond of Diamond. I prefer Nutro (mine get Nutro Ultra), but if Diamond's all you can get, then it's definitely better than most grocery store dog foods.
Try Canidae.

It does not have a lot of empty fillers, my dogs fart less since I switched them to it. Plus it contains no corn, no wheat (or wheat gluten) or rice protein. Made of human quality indredients from only US suppliers. Also it is designed for all life stages so you won't have to change her food again! ;) Since it is packed nutritionally you feed less and the dog also poops less.
Be sure and introduce whatever new food you choose, over a few days. I recommend 25% new and 75% old for 2 days, then 50/50 mix for 2 days, then 75% new and 25% old for 2 days, then totally onto the new food.
Try Canidae or Innova. They are both great food choices!
If the dog food you are feeding your puppy has soy beans it it that is way it has gas.
I feed my 13 week old Lab puppy Purina Pro Plan for puppies chicken and rice this does not have soy beans in it that I see. She has had no stomach problems.
As far as the bulk thing? I would be more concerned that the dog was getting all the Vitamins and nutrients that it needs.
Bulking will come naturally.
Your puppy is still a puppy and needs puppy food.
Good Luck
Until your rottie reaches 2 years old you should feed her a large breed puppy formula. To prevent gas, stay away from foods with chicken, but more importantly avoid turkey at all costs (unless you feel like buying a gas mask ;).

Canidae is an excellent brand because they have a lamb and rice formula that contains lamb meal that is human grade (and free of fillers and preservatives). Also, they have a lamb and rice formula for puppies %26 dogs. However, any brand will do if you read the label and find that it does not contain meat by-products, wheat %26 rice glutens, preservatives, and meat meal because these products are either unhealthy fillers or irritate the G-I system.

When you change her over to the new food you choose, make sure you start with half the old food and half the new food to prevent soft or liquid stool.
I feed my dog's "Canadae All Life Stages Dry Food". It is a top of the line, nutritious, all natural and safe food. It has No corn, wheat, soy, grain fractions, fillers and is naturally preserved. It's for all ages, from weaning puppies to senior adult dogs, so you can just stick to this one food. Not on the recall list, and I doubt it ever will be. This food lasts a long time, because they don't eat as much, but they still get the nutrition they need to stay healthy and happy. You can start off with a small bag and see if she likes it first, then move onto a bigger bag.
I have been feeding my Rotts Canidae since I got them. it is a good all around dog food. it is for all stages of life. I would recommend it highly. good Luck.
